Create Datum is located in the Tools ribbon in the Tolerances Group.
To create a datum user needs to select a specific feature. Once the feature is selected, and we select button Create datum, a pop-up dialog will appear:
Once we specify Saved View the datum will be created.
In case datum is already defined for specific feature we would get a message in the Information panel:
